Why oh why are the labour councils in Manchester hell bent on introducing the congestion charge? Can't they tell when something has the potential to be the poll tax of the next decade?

Rule changes agreed last year regarding female candidate selections in local government elections are having a damaging effect on local parties. This rule is far more divisive and destructive than anything I have seen for a long time.
